There are many important factors to consider when planning for your home rebuild. One of the early phase decisions that you’ll face is deciding the layout of your new home – whether you’d prefer to rebuild with an identical layout, opt for substantially equivalent footprint, or move forward with an entirely new design.

Layout Changes Can Affect Your Timeline and Taxes

Altering your home’s original footprint or layout may extend your permitting timeline, and subject your project to current day zoning regulations and building codes. It can also trigger a property tax reassessment, potentially increasing your long-term costs.

On the other hand, choosing a like-for-like or substantially equivalent design can  shorten the  permitting process, and reduce short and long term costs. Houses built identical to their previous layout, or up to 200 SF larger (110%) may be eligible for expedited permitting services.

Property Tax Implications

According to Los Angeles County, any home rebuild with a footprint different than the original will not be exempt from  reassessment. This includes interior changes like adding a bathroom, increasing square footage, or incorporating newly required safety features that raise property value. Some county officials are currently lobbying for legislation to help homeowners avoid these higher property taxes when rebuilding after disasters. 

New Self-Certification Program in Los Angeles

In addition to expedited permitting for like-for-like rebuilds, the City of Los Angeles has introduced a Building Plan Self-Certification Program. This pilot program will allow  licensed California architects and engineers who are registered in the program to self-certify that their plans comply with building codes—eliminating the need for a full building plan check.
